Due to the shortage of personnel and skilled workers in the logistics industry, the working time of truck drivers is now considered a scarce resource.

Potential for more optimal use lies, among other things, in the time required for legally mandated training, such as the BKrF continuing education (according to the Professional Drivers Qualification Act (BKrFQG) in Germany or the Basic Qualification and Continuing Education Ordinance – Professional Drivers (GWB) in Austria).

Bus and truck drivers are required to participate in this continuing education course every five years. It applies to all drivers who operate vehicles of categories C/CE, C1/C1E, D1/D1E, and D/DE for commercial purposes. The course lasts 35 hours (of 60 minutes each), with training units of at least seven hours. Upon proof of participation, code 95 on the driver's license is renewed.

Since April 2018, EU Directive 2018/645 has allowed 12 of the total 35 hours of training to be completed via e-learning, thus significantly reducing the time truck drivers spend away from home due to in-person instruction. Such digital training enables freight forwarding companies to efficiently utilize "dead time," such as that which occurs at every loading and unloading point, where drivers wait an average of over 1.5 hours.
